Joseph P. Horan, II, joined Jasinski, P.C., after having served as a staff attorney for the State of New Jersey for over twenty years.  Mr. Horan has approximately ten years of general litigation experience as a Deputy Attorney General in the Division of Law’s Tort Litigation Section where he defended the State of New Jersey and its employees in a wide-variety of personal injury matters, including wrongful death cases, under the New Jersey Tort Claims Act (Title 59) in state court.  Mr. Horan also represented New Jersey Transit Rail Operations, Inc., in FELA matters with respect to claims made by injured railroad workers in state and federal court.

 

Mr. Horan also served as a staff attorney in the Office of the Attorney General’s Office of Equal Employment Opportunity for approximately six years where he supervised and conducted internal investigations into discrimination and harassment complaints made by both civilian and sworn employees of the Department of Law and Public Safety.  Mr. Horan also trained employees and supervisors on the State of New Jersey’s anti-discrimination policy.  Mr. Horan conducted internal investigation for other State departments and agencies.


Mr. Horan was the manager of employee relation for approximately five years for the State Parole Board, a State law enforcement agency, where he was responsible for all union contract issues pertaining to the agency’s sworn and civilian employees.  Mr. Horan was part of the team formed by the Governor’s Office of Employee Relations to renegotiate the law enforcement union contracts applicable to the agency.  While at the State Parole Board, Mr. Horan assisted in the process to have the agency accredited in 2013 by the New Jersey State Association of Chiefs of Police as following law enforcement ‘best practices.’   In this respect, Mr. Horan assisted in the creation and modification of agency policy to meet the law enforcement accreditation requirements.  Mr. Horan was also the agency’s Ethics Officer, Alternate EEO Officer, ADA Coordinator and CEPA Officer and served as second-in-command of the agency’s human resources unit.  Mr. Horan was assigned by the Governor’s Office to conduct internal investigations on behalf of other State departments and agencies.


Mr. Horan was the Director of Employee Relation for the Department of Children and Families prior to transitioning to private practice of law with Jasinski, P.C.  Mr. Horan was primarily responsible for handling disciplinary matters appealed to binding arbitration or into the Office of Administrative Law as contested matters before the Civil Service Commission.


Mr. Horan was law clerk to the Hon. Joseph C. Visalli, J.S.C., in the Law Division of the Superior Court of New Jersey in Cape May County.  Mr. Horan was also law clerk to the Hon. Peter W. Thomas, J.A.D., in the Appellate Division of the Superior Court of New Jersey in Atlantic County.   Mr. Horan graduated with highest honors from Rutgers College with a degree in philosophy.  Mr. Horan graduated with his Juris Doctorate degree from the Rutgers School of Law, Newark, New Jersey.
